It's because your partitions are out of sequence.  hda13 is really between
10 and 11.  It's really too much mucking around with the diskdrake code to
deal with this type of setup. When you move hda13 to where hda11 is and
move the rest out apropriately, then what you describe agrees with the
partitions.
