The htdig config file installed by this rpm contains;

# Specify where the database files need to go.  Make sure that there is
# plenty of free disk space available for the databases.  They can get
# pretty big.

database_dir:           /usr/share/apps/kdevelop/htdig/db
<snip>

but the rpm does not create this directory. (it must exist and be
writable for htdig to use)
This means that kdevelop cannot create a documentation index. (I created
the directory as root and was able to create the index using kdevelop as
root) 

The SPEC file has the following line commented out;

<snip>
%dir %_datadir/apps/kdevelop/htdig/common/
%_datadir/apps/kdevelop/htdig/common/*.html     
#%_datadir/apps/kdevelop/htdig/db/
<snip>

Why is this directory not created?
Perhaps it should be created (and made world writable)
