On the second CD, run:

rpm -qi -p * 2>rpm.log

and you will see that most RPMs on the second CD are bad.   

Apparently the installer just does not bother installing bad RPMs,
with no message or log entry? 

The coder should be taken outside and shot, as should Mandrake QA.
