well at one time i found away to use certain winmodems

i think it was called linmodem.net
that or linmodems.net  but i dunno if there still doing the project though

this is because:

. it needs a driver. at present time these manufacturers do not write
  drivers for Linux.

. and, more important, the driver involves some patented algorithm, so
  reverse engineering / use of the patented algorithm is sort of risky for
  people, who prefer to say "get a real modem".
