Usually, power-cycling the device is only needed after having used it under
Windows (on a dual-booting machine). If you didn´t use Windows, the step which
got your device working was the unloading of the scanner kernel module ("rmmod
scanner"). See bug #5641. This problem will be fixed in kernel 2.4.22-10mdk
which will appear on the Cooker soon.

The hint about power-cycling the device after using it with Windows I will add
to printerdrake anyway.

I have upgraded from 9.1 and I have installed an hp 1210 usb printer. during the
installation the printer was mistakenly recognized as hp 1110. I proceeded to
correct the mistake by selecting the correct model (hp 1210), however after
