I wonder if it might be possible to only remaster the first ISO, as I think most updates were to packages which are on CD1 (or do we split kde*-devel off onto CD2 or 3?).

That's sound a very good idea : remaster the CD1 with the new CD1 packages, and leave the updates that are on the other CDs on the updates mirrors.
Wouldn't this be a dependancy break between updated CD1 + old CD2 CD3 ?
