[Cooker] Iptables really don't work

i have tried to put iptables to work but the dependencies failes and the
iptables comando do nothing

iptables -t nat -A PREROUTING -i eth1 --dport 80 -j DNAT --to <proxy>:8080
but the iptables -L don't show me the chains.
