[Cooker] reiserfs as root filesystem

when you do a 
/ filesystem is reiserfs
touch /forcefsck
the reboot, it does a filesystem check on the other filesystems, but does 
nothing on the rootfs. using -22mdk initscripts
never runs a check on / filesystem
