Currently, the ntpd init script makes use of the ntpdate command to reset the 
hardware clock prior to starting the ntpd daemon (as recommend by the ntp web 
pages deep in than the one referenced above) so that the ntpd daemon does not 
have to work so hard to slew the kernel time.  Not sure if it does anything 
for the ntpd daemon....

Although you can use rsync, if the the ntp package is installed and you are 
using ntpd, why not use the ntpdate command.
