Yes you can (ntpd), but if the local clock is too far out, it will never lock-in and properly adjust the system time. If the local clock is not too far out, the ntpd may take up to 2000 seconds to sync the system time. ntpdate (inconjunction with the step-tickers file) was/is used to force an initial step change in system time before starting ntpd so that ntpd can actully do its function with in a short period of time after being started.
