When I build the src.rpm I get this:

[...]
re2c -b /usr/src/RPM/BUILD/php-4.3.1/ext/standard/url_scanner_ex.re >
/usr/src/RPM/BUILD/php-4.3.1/ext/standard/url_scanner_ex.c
/bin/sh: line 1: re2c: command not found
make: *** [/usr/src/RPM/BUILD/php-4.3.1/ext/standard/url_scanner_ex.c] Error
127

There doesn't seem to be a re2c in the distro.
The website of it seems to be down as well, the only reference I could find
was the one on:
http://packages.qa.debian.org/r/re2c.html
On the .dsc file of php4 they have re2c listed as a dependency to build php4:
http://packages.qa.debian.org/p/php4.html

Is it something that went wrong here, or could it be that re2c is a valid
buildrequires and it has appeared magically on the buildsystem at mandrake?
