Actually, I spoke too soon. I switched to zh_CN temporarily
to workaround the problem. If I move to the default
mandrake set up it still seems to break.

As of XFree86-4.3-0.20030224.1mdk,

/usr/X11R6/lib/X11/locale/zh_CN.UTF-8 still doesn't contain
the file XI18N_OBJS

description:
Logging in simplified Chinese via gdm causes all gnome2 applications
to fail with an error message that the X window system does not
support locale zh_CN.UTF-8

This problem appears to be fixed if one copies the file

XI18N_OBJS

from zh_CN to zh_CH.UTF-8
