After double checking to see what the problem was....

zh_CN/XLC_LOCALE was there but there are two lines missing
from locale.dir which were there in 4.3-1mdk and missing
from 4.3-2mdk

Since the locale.alias assigns zh_CN to zh_CN.eucCN
things break on 4.3-2mdk
