Here is a basic cream sauce, also known as: Béchamel sauce or white sauce.

2 tablespoons butter
2 tablespoons flour
1/2 teaspoon salt
dash of pepper (you can use white pepper if desired, and if you have it)
1 cup milk
Make a roux of the butter and flour; combine them in a sauce pan by first 
melting the butter then adding the flour.  Blend these well.  Then add the milk 
which you have warmed slightly.  Add seasonings and blend all with a whisk.  
Bring to a boil and boil until the sauce thickens.
You can also add a dash of cayenne pepper, dry mustard, paprika, dill, or hot 
sauce.
This is a good base for cheese sauce as well.  Add grated or cubed cheese of 
your choice to the basic sauce.  If it gets too thick, thin it with a little 
more milk.
For a thinner or thicker sauce, you can vary the amounts of flour and butter to 
the milk by one tablespoon either way.
