I'd think the answer is rather obvious. I don't think every person must be
an advanced cook. Not everyone wants to make the most complicated recipes,
but people should be encouraged to be as independent as possible. There's
only so much you can rely on canned food, junk food, tv dinners etc, not to
mention these things are not healthy and more expensive. So it is important
to know at least the basic stuff about cooking and kitchen skills. Once the
students are confident enough with the basics they can decide how far they
want to go with learning more complex recipes. Safety issues are also very
important.
