Original code did all the classloading in the `<clinit>` - should we do that 
here, too?

Can you explain the need to `getPlatformClassLoader` when 
`classEntry.getClassLoader == null`? Pre-JDK-8332457 did no such thing.

I'll park #19598 until this stabilizes.
