I have a question about the addition of the GCC 14.2.0 license in 
JDK-8377509[1].

- Until GCC 13.2, the GCC license was not included in JDK. Why has it started 
to be included at this time?
- Isn't it wrong to include the GCC 14.2.0 license even when building with a 
version of GCC other than gcc 14.2?

If this is indeed a mistake, I would like to proceed quickly with fixing it in 
time for JDK 27 release and July updates releases.
