This updates the JDK time zone data from `tzdata2026d` to `tzdata2026e`.
The main tzdata changes included here are:
- Manitoba moves to permanent UTC-05 from November 1, 2026. This affects
`America/Winnipeg` and uses the `EST` abbreviation in tzdata.
- Dublin's 1925 autumn transition is corrected to September 20.
- Related `TimeZoneData` test data is regenerated for `tzdata2026e`.
`Bug6329116.java` needed to be updated to accept CLDR's existing `CST` short
name for `America/Winnipeg`, `Canada/Central`, and `America/Rainy_River`.
This is in line with what we did for 2026c and 2026d.

Like 2026c and 2026d, this tip PR is just the tzdata import. The updated
Winnipeg metazone data will be brought in with the CLDR v49 update.
