This fix is a preparation for JEP [8388877](https://openjdk.org/jeps/8388877): `Disallow the Dynamic Loading of Agents by Default`. The fix is to add the VM option `-XX:+EnableDynamicAgentLoading` to a number of instrumentation and JVMTI tests.
