*General Purpose*
This is a senior technical position that mentors team members, reviews peer
and junior team member’s development and analytic work, leads a remote
development team, performs complex design of systems, software application
development, technical documentation, application deployment, and process
improvement of critical business processes in collaboration with the MIS
Technical Analysts, business management, or its designees. This position
will lead efforts and activities in direct support of <Client> goals and
initiatives such as technical discussion and system process design; works
individually or as a team lead in analytics, development of code, testing,
application production support, coding standards, and other work as
required. This Programmer III works with the development and management
team to continuously refine the <CLIENT> project management and Agile
development methodology, procedures, and policies in order to promote
efficiency and productivity. The incumbent is required to analyze
processes and data in order to draw and articulate sound conclusions based
on technical or business requirements, discussions, or overviews. The
position is required to create, interpret, and follow detailed written and
oral instructions; prepare clear, complete and concise complex technical
reports, and the ability to work well and communicate with people of
various professional, vocational and educational backgrounds.
*Essential Duties and Responsibilities*
- Creates application programs from specifications designed and provides
development of logical software programs.
- Expertise with an object oriented programming language implementing
design patterns, test driven development (TDD) methods, and multi-tiered
application within a Visual Studio environment preferably VB.NET or C#.NET.
Expertise in creating complex structured query language (SQL) statements
for analytical data mining, software development, or business reporting.
- Strong experience in designing relational databases using Microsoft
SQL server 2008 and above.
- Strong working knowledge of implementing EDI solutions using
enterprise-grade tools such as Microsoft BizTalk Server or SQL Server
Integration Services (SSIS).
- Strong working knowledge and experience in one or more ORM
technologies such as Entity Framework or NHibernate.
- Strong working knowledge and experience in implementing ASP.NET
websites using Microsoft MVC and Web Forms and utilizing AJAX methodologies.
- Strong working knowledge and experience in implementing Microsoft WCF
services, Windows services, and Web API using SOAP/XML or JSON.
- Strong working knowledge and experience in front-end web development
languages such as HTML 5, CSS 3, and JavaScript along with the usage of
frameworks such as jQuery, Kendo UI, Knockout.js Angular.js, or jQuery UI.
- Strong working knowledge and experience in one or more
enterprise-grade source control repositories such as Microsoft Team
Foundation Server.
- Able to fully participate in all phases of the SDLC and knowledgeable
in agile development methodologies such as Scrum, Kanban, or XP.
- Works with application vendors in problem resolution and enhancements.
- Recommends and supports team coding standards.
- Proactively interacts with business leads in problem resolution, and
works with business and technical analysts in review of new concepts and
ideas.
- Leads a development team and assists team members while working on
multiple projects, meeting project deadlines.
- Provides technical feasibility studies in support of projects, and
ensures system documentation is accurate and current.
- Provides user application education and acts as liaison in application
support for various business functions that will include multiple <CLIENT>
departments.
- Supervises and coordinates deployment of application code and related
change management process, including collaboration with technical resources
such as systems engineers and database administrators.
- Supervises and coordinates application demonstrations, user acceptance
testing, new implementations, and upgrades.
- Resolves initial or escalated help desk incidents, change management
requests, problem tickets, and other work as assigned.
*Employment Standards*
Bachelor’s degree in Computer Science or related field and four (4) years
of progressive programming or application development experience in a
medium to large environment using Microsoft Studio, C#.NET, MSSQL, and
relevant tools. Education can be substituted with Programming work
experience on a year for year basis.
The Programmer III position is suited for a mid-career development person.
Candidate must be a highly organized individual.
Proficiency must be demonstrated in software development using design
patterns and object-oriented programming methodologies.
Microsoft Certified candidates preferred. One or more years’ experience
working in the healthcare insurance/payer industry preferred.
