the teddy bear
is laid on the kitchen floor, and the speaker wishes to know why.

Your sentence is grammatically perfect and makes perfect sense also.

It does sound a bit stilted (too formal, see below) but that is really
a minor criticism.

The only mistake is, the word "room" (after kitchen) is unnecessary.
Nobody says "kitchen room", just "kitchen".

The first meaning of "rest" is "relax" or "stop one's (physical)
activities"; but the second meaning is "to remain in some stationary
position"...

Obviously the teddy bear is not a living creature and so it can't
"rest" in the first sense.  Therefore the second sense, "to remain in
some stationary posistion" applies.  In the second sense, the word
"rest" is perfect, and is quite good English actually.  Most people
would use a less sophisticated form, for example, "Why is the teddy
bear on the kitchen floor?"
