Hi Chris,

I don't have a satisfying answer. In our environment, kpasswd.cgi was
used to handle password changes. We replaced kpasswd.cgi with a new web
app that provides the user with feedback on the quality of their
password as they type it. I don't know when or if we'll be able to
release this as an open source project.

(Regarding expired passwords: a feature to handle them was added in 2.1.0.)
