Does the problem always happen for this user with the same cosign-protected service, or with a variety of services? Has it been verified that the user's web browser is not losing the central weblogin cookie? And is there anything unusual about the user's browser? Does the user experience the same problem regardless of browser? Regardless of device/computer?
