I think I got it now.

I can run a 85 hp, in a C model,  if I maintain the 1260 gross weight.
Then
I can get off the ground faster and land slower.  However, if I overload
the
plane, it will be capable of stalling (combination of extra weight and
high
angle of attack at full throttle).  I could make a C model with the 85 hp
safe, but illegal,  for the 1400 gross if I limit the elevator to 9
degrees.
The 9 degree eleavator will prevent stalls.  (The full D conversion
requires
more the the elevator limit,  which must be done to be legal).  So, now
that
I've converted mine to a D,  I get for my labor and expense:  1400 gross
weight and the ability to knock the tires off at a faster speed or go into
the trees at the end of the runway.  Money well spent?

It would appear that if it wasn't so expensive the split elevator would be
a
good investment on the D model.

I had the 20 degree plus up elevator on my C model Coupe.  That was
probally
why my landings were so good.  (Someone had put the push rod, for the
eleavator, in the bungiee cord hole and gave me lots of up eleavator).
Good
way to hurt ones self.
