Several items:

Don't fill your tanks completly full, leave about a inch to the top on
both
left and right tanks.  Never fill the header tank. Let the engine fuel
pump
take care of that - unless you've ran out of gas, then just add enough to
get the header to the five gallon level.

Is your cap on correct?  Vent hole to the front.

You may be pumping gas faster into the left tank than it can flow to the
right.  Is the fuel pump fitting restricted? It should be.(I think it
requires a 1/16 inch hole at the fuel pump fitting, ask some one to be for
sure).

Check the pipes from the two tanks.  No restrictions.  Use a hose, 3/8 -
1/2
inch hose or so.  Drain gas from the right tank, about five gallon.
Quickly
measure the left tank.  The left and the right should stay at the same
level.

Do you have peddles?  If so, are you flying straight and level or are you
slipping?  Flying with the airplane out of rigging, either with bad
riggings
or bad controls from the pilot will keep the gas from moving between the
two
wing tanks.

Try some of these.
