Hey Greg, I'm certainly not an expert in this area, but my work does 
have to do with the repainting of control surfaces. It sounds to me that 
your ailerons are out of balance. Anytime Ailerons, Rudders & Elevators 
are repainted,it is required that they be removed from the aircraft and 
rebalanced. I suspect that somebody at sometime repainted without 
rebalancing and that this is the cause of your flutter effect. By the 
way, we just sent a set of 5 control surfaces out for rebalancing and 
the total bill only came to $250.00. Being that planes have come apart 
mid-air because of this effect, the $250.00 seems like a very small 
price to pay. I hope this helps, Richard
