Good idea (first in a while for this group) I know that FBO's flight
instructors will not get any of the bail-out money. Many Houston area
aviation business are in serious trouble with the week of rain then the
grounding.  I am very close to haveing to sell my coupe, probably at a
fire sale price so that I can pay my bills.  The airport where the coupe
is based is also not doing very well at the moment nor is the airport that
I teach at. I have heard of a couple of airports and FBO's that have
recieved offers in the past and they are seriously thinking of selling.
 
If these airports and business close who will train the pilots that are
needed to replace the retiring pilots?  The whole aviation industry is in
extremly critical condition and will die if something is not done in the
very near future.

I think there are several things that could be done to get those that make
a living off of flying back in the air.  Your idea of a pattern
transponder code is a good idea.  I doubt that the flight instructors,
FBO's, and agriculture pilots are going to get any of the bail-out money
being contemplated for the airlines--and that's a real shame.

I can go along with filing a flight following plan. That at least makes
sense. 

I think it would also make sense to allow VFR flights around the pattern
at airports where flight schools could at least teach takeoffs and
landings.... 
A special transponder code for this would always be beneficial even when
this returns to normal. 
(I propose 1201. If it happens I thought of it first)
