Why would 1201 be better or more secure than 1200?
 
I believe future flying of all kinds, even Part 91 VFR, will require all
aircraft to be transponder (and mode C) equipped and that all flights,
including VFR training or recreational flights, file a VFR or IFR flight
plan, be assigned a discrete transponder code and have at least the
equivalent of flight following at all times.  I am almost certain that
will happen.  It would be a slight inconvenience, sure, but I have been
operating under those type of conditions for years in the test environment
and I can attest that it can work with little or no impact on your freedom
to fly and do pretty much what you want, as long as it is reasonably legal
and in an area safe to do it.  I would guess it might take a larger ATC
staff to handle the traffic, at least in some areas of the country, but I
am certain it could be done and it would be as secure as the current
limitations on IFR traffic.  Why isn't this done?  Why is it taking so
long?  
 
Inquiring minds want to know.

I can go along with filing a flight following plan. That at least makes
sense. 

I think it would also make sense to allow VFR flights around the pattern
at airports where flight schools could at least teach takeoffs and
landings.... 
A special transponder code for this would always be beneficial even when
this returns to normal. 
(I propose 1201. If it happens I thought of it first)
