I really doubt that the relatively few aircraft not already equipped with electrical systems and radios will be the reason that we need 8.33 Mhz spacing. The reality is that the skies are actually getting crowded many (not all) places, and the practicality, safety and even usefulness of most aircraft are significantly enhanced by electrical systems, radios and transponders. Except for electrical systems, if they become mandatory they will become cheaper, just like transponders, elt's and mode C has already, compared what the price was 10-15 years ago. If you want to fly in the same airspace as the big boys, you really need to be seen and heard. This isn't the '30's. On the other hand, if you don't want a practical suggestion for the perceived problem, whether you think it's real or not, I guess you can stay on the ground and wait for what the Fed's decide to do. If you are only wanting to fly for "fun" you can probably afford to wait. People who NEED to fly can't. I do agree that the actual threat of a few VFR "fun flyers" being the target of terrorists is very low, but I bet the CYA factor of the Administrators will make doing "something" mandatory. Rich, You are right it can be done and it will only cost about $ 2,000 for every aircraft that has an electrical system and does not have a transponder and encoder plus the about $ 200 every other year to have it certified. It will make no real sense to have a transponder and encoder unless they can talk to you when they want you to do something else and now you need a transceiver and with all the new traffic created by all the new people having to talk we will all have to go to 8.33 HZ spacing which means purchasing new radios which even for hand helds about $ 800 when they become available. It is much more today to get to 8.33 HZ spacing. I think most of us just want to go flying and have fun. Many of us would be happy if the Sport Pilot deal ever happens so that we can fly day VFR with no big deals and not have to spend over $ 4,000 more to have an airplane equipped with electrical system, radio, transponder and encoder plus the added cost of maintenance. It is just not right to make us all pay for something that does not need to be fixed. Do we make all small boats do the same? We have seen how a small boat can do grave harm to one of our ships. We can not cure the problem by a Orwellian system of watch birds. We fix it by stopping criminals with good law enforcement and good intelligence services that find the criminals while they are still conspirators.
