Although I have nothing I can put my finger on my feeling is that this stand down is not even to the FAA's liking. I think this is the DOD that is dictating the restrictions to minimize the number of targets they are having to track. Remember even the FAA will have to begin down sizing if things doesn't pick up soon. Start downsizing and there will be less need for as many management positions, something these guys know so they will be just as glad to have us back so they have some job security too.
