Anyone who wants to paint can do it.  First, you have to get some metal
panels and practice.  A couple
of days worth of practice will pay dividends many times over.  I actually
thought that it was closer to
99% preparation, but I'll take your word on the 97% figure.  The good news
is that the majority of the
Coupe that you see is laying flat, i.e. wings nose cowling, top of
fuselage, and tail feathers.  If you
removed the rudders, which I assume you can do, you could paint them flat.
The only problem areas are
the sides of the fuselage.  That's where you'll get runs.  A little
practice and you'll get a good
smooth job, for gobs less than a pro would do it.  And, a good paint booth
would be nice.
