Alan, for what it is worth. I would be inclined to ascertain if there is a
performance issue first. The easiest way for me to do this is check the
color of the exhaust, I do this after every landing regardless. On take
off
and landing I rely on the airspeed indicator, however in flight I monitor
both it and my Pilot III . I have no doubt that using the GPS as an
airspeed
indicator is a violation of some FAR so I cannot say that I use it in
flight, however I believe it to be very accurate, and my post cross
country
calcs have backed up the GPS every time. I am in no way condoning breaking
the law for the sake of accuracy in flight, but for peace of mind I pay
close attention to the GPS.

Howdy Rick,
What's the time on the engine?  What are the compressions like?  I had a 
C-85-12 on mine for about 10 hours and could barely make 2250 Static, in 
the air it was about the same performance as you. My engine had over 
2000 hours on it with the same prop. I ended up rebuilding my engine and 
now my performance is way up. My static is about 2300, but I get better 
then 2575 in full out run with the same prop. I pull back to 2400 and 
cruise at 112.  Now just to get the weather to pull together for a few 
more break-in runs. 
Get the engine checked out. Be safe and don't become a statistic for the 
Truth teller to have more information to shoot back.
