The problem is likely one of three things...

You have some sort of mis-routing or restriction in the overflow line that

sends fuel
to the wing tanks.

There is supposed to be a flow restrictor on the outflow of the fuel pump.

It is missing,
so you have too much gas going to the header.

Are your main tank caps vented? There are two styles, and I would suppose 
that if
you are supposed to have vented caps (probably) and don't, then the 
overflow to the
wing tanks will be inhibited.

When flying, you're apparently using enough fuel that you're staying ahead

of the problem.
