I have a Marvel Schebler on my C-90-12 and have never had such problem.
Mine has a throttle pump and mixture control which at 4kft needs a little
leaning during taxi as well as flight. That having been said,
conventional
wisdom with a/c engines has always been to advance the throttle slowly or
suffer some balking.
