I am not sure it is zinc chromate, but it does not bubble with the stripper. I use a Kleen Strip product, which I purchase at Home Depot, called K-3 Strip Ease. What seems to work best on the green primer, is using a scotch brite
pad (make sure you put on rubber gloves, or buy the kind that has a built in handle) and rubbing it while the stripper is wet, after the paint bubbles. That seems to break it loose quite easily. If you put the stripper on thick enough, you can use the scotch brite pad with the first application and have good success. There is usually not too much left to use the second coat on. I also find that scraping off the loosened paint and putting it in a plastic bag lets me burn all the residue instead of worrying about where it goes with the water. Good Luck.
