George, it is always the little guy that gets it in Cal. The insurance
broker was bonded the bond money went to State Farm Insurance,. he had
no priors. We was not a happy camper. The insurance commissioner was in
on it and that is why he went to prison. however several of us took a
bath. He was a accountant on top of it and the money that was intrusted
to him to deposit for the quarterly returns for the IRS was never
deposited. it was one real big mess here for months. He had been in
business here licensed by the state for over 20 years was a class mate
and graduated from high school here with my husband.

The Feds. wanted their money, State Farm Wanted theirs and the little
guy got the shaft. Our mechanic was caught in the IRS deal and he had to
cough up more money. 

I guess it makes no difference in Calif. bond or no bond he was a crook.
got 3 years out of it and kept the money no restitution was set down in
court.
