The economics of replacing these tanks is much of the problem.

It costs enough to remove and reinstall the tank that few people want to
do it simply to change tank types. Once it needs to be repaired or
replaced anyway, then we get to the possible costs of the replacement
tank.

If I had to take my tank out for a repair, I would seriously consider
spending $800-$1,000 for a Kevlar or other indestructible tank instead
of paying $400 for just the repairs on an aluminum one. I can't afford
even that but I try to go extra for safety.
