Like all kinds of people there are great IA and some that are just OK. The
one question that comes to my mind is did the IA, after doing his annual
inspection sign off a return to service or did he sign it off as
unairworthy with a list of discrepancies presented to the owner (normally
entered into the log book). In this case the Annual inspection would have
been done and all airworthyness issues like an AD note that is not
complied
with would have to be signed off by a qualified A&P before the aircraft
can
be returned to service. This is a common process that is not well
understood by the average owner.

If this is the case we should not sling much mud at the IA.
