Only major repairs or alterations as defined in part 43 require a 337. Replacing an aileron doesn't require one but fixing one does if it is a major repair. We do occasionally do one when perhaps it may not have been needed but a call to the FSDO will usually come up with the answer of if it's required or just optional./tom
