Leslie, I always fill my tanks to 1" of the top, never over that point. You may need new fuel cap gaskets, or you may need to slightly bend the tabs on the bottom of your caps upward to increase the cap pressure. Try Simple Green on the stains. I don't know if it will work, but it words on lots of other petroleum-type problems.
