Refer to Cliff Sinclair's note for the connection facts. Aerodynamically, you may get similar behavior between the 13 vs. the 9 degree up travel in power off gliding. It'll act just as you described.
The main reason for the difference, according to Fred Weick, is that at full power and 1400 lb.. gross weight, the behavior gets to be unacceptable. I'd advise against discounting this and keeping the wrong up travel. You push power for a go-around at high gross weight and the "unacceptable behavior" may cause you to impact the ground nose down and one wing first. My "D" model seems to land and behave just fine with 9 degrees of up travel.
