Grover,
I posted it in the first place my fault for not putting a large disclaimer stating that AV WEB was kidding around. I tend to take for granted that most pilots get the AV Flash. Despite the fact that you sent your congressman an erroneous E-mail on the subject it may well be a bit of a wake up call for the potential absurdity the Feds could come up with and puts him on notice that you are concerned about an issue like this.
BTW this is a Joke Too but with the way things are it could happen:

PROP PLACARD PROPOSED: OSHA and the FAA are working on a new proposed
Airworthiness Directive that would require a safety placard on all
propeller blades warning people to stay away when the prop is turning.
The proposed AD, currently under review by the Consumer Product Safety
Commission, includes a requirement for black-and-yellow striping on
blades and spinners, plus a modified blade tip that emits a high-pitched
whistling sound when the prop is rotating.

If we had Beta pitch on our props we would probably have to install back up alarms
