As I heard it from the mechanic who went to the FAA.  (Caveate:  It's
been a year or four since I heard the story from him so inaccuracies in
retelling are mine.) 

He had found lots of wings being sold with corrosion damage.  Then he
pulled the fabric to recover the wing during the annual of a flying
airplane and found old corrosion damage that would have soon failed in
flight. I think he had more instances than this.

He took the evidence of the multiple corrosion events to the FAA, they
looked around and confirmed it and then put out the AD.

Though I'm annoyed with the swiss cheese inspection holes as a solution,
I am MUCH happier that I paid for a THOROUGH corrosion inspection last
year by the best Coupe mechanic I know.
