1. Do they say in the specs what the audio power is at the headphone
output?
2. Did you compare it to another radio?  It could be a problem in your
   panel, like my low-volume problem.

Our plane had some really idiotic wiring.  I don't know who did it, 
but I think it was done by an avionics shop in Washington.

For those of you who are electronics-minded, the El-Cheapo Terra 
audio panel doesn't use a summing amp in the headphone circuit, it's
all passive.  Connect COM-1, and COM-1 is connected to the headphones
directly.  Connect COM-2, now COM-1 and COM-2 are both connected to the 
headphones...a 3 dB reduction in volume.

The more things that are connected, the more drop there is.  To make 
things worse, the "avionics shop" put series build-out resistors in the 
COM radio headset lines to increase the impedance to that of the rest of
the 
equipment, and the result was that you couldn't get enough volume from 
the COM radios.  

Jack, my COM radios (Narcos) have two headset outputs.  One is louder,
but the inpedance is lower so it might load down another radio if you 
have an audio panel like mine.  It won't hurt anything, just make 
other radios quieter when switched on.

Did ou have an avionics shop put it in?  Do you have a schematic of the 
radio?
