I see this too, with Outlook Express 6, but not 5.5 and earlier versions, or Outlook. Hard to say what's causing it, but I suspect it's a bug / misfeature in OE's local caching, which causes it to get out of synch with the IMAP store. This manifests itself with deletions and purges as well -- you mark the message as deleted (and even purge it), press Send/Receive, and it pops up in your Inbox as unread again.
