It has to do with how/when outlook express checks/updates messages. The easiest way to replicate this with OE6 is to have a bunch of imap folders, and while it's checking messages (which can take a while over slow link) mark a message as read by opening it. The "mark this as read" never makes it to the server since it's still doing message checks.
