It is. The 'password' file should be in the etc/webadmin directory.

And one more thing - check that your webadmin binary has the correct
permissions and ownership (has to be owned by the group bin if I am not
mistaken). I remember trying this a while ago and only copying webadmin
into the cgi-bin directory without '-a'. And the problem was exactly the
same as if there was no 'unsecureok' file.
