You need to use the 'maildirmake' program that comes with courier.  It
will create all the proper sub-folders and permissions.  Make sure that
you run it as the proper user, as well.

"maildirmake $HOME/Maildir" for each user should be what you want in
this case, assuming you haven't changed any of courier's default locations.
