Have people do a show and tell at the end of the day, or during a break, to show off something they learned or something cool they are working on. Introduce yourself to everyone and get to know what they are working on. Hold events that allow people to interact and talk about their work.
Basically anything that can get people talking will help foster collaboration. People will get to know the others in the community by the work they do, and will start to make their own connections on who and how they'd like to collaborate.
