I did it backwards here in Oakland, CA, (at Tech Liminal) and after almost 3 years of stress it's all working out fine. :)
My suggestions are along the lines of Alex and Joshua's. What worked exceptionally well for me was to start hosting WordPress meetups. WordPress is a simple online web publishing tool that has a community of lovely people. I've also been hosting meetups for entrepreneurs interested in Tech, as well as for folks who are into DiY projects (and are associated w/ Make magazine). Good luck!
